    Nel 1951, quando la Cisl l'ha posto come un punto fermo dei propri assunti statutari, il concetto di partecipazione dei lavoratori era fuori dagli schemi di pensiero e dalle linee d'azione del sindacato italiano. Implicava un sostanziale ripensamento del tradizionale atteggiamento rivendicativo così come era accaduto nei Paesi di più antica industrializzazione. A livello aziendale si basava sulla presa in considerazione del lavoratore come uomo reale, con le sue individualità e le sue motivazioni, e del sindacato come attore riconosciuto. Su tali premesse, le esperienze di dialogo a livello d'impresa accreditavano la partecipazione del lavoratore e del sindacato nelle comunità locali e a livello di sistema economico, nazionale e internazionale. La prospettiva della partecipazione avrebbe indirizzato la linea contrattualista della Cisl negli anni Cinquanta e Sessanta ma non sarebbe riuscita ad accreditarsi compiutamente in sede di elaborazione delle politiche rilevanti per gli interessi dei lavoratori. Con il passare del tempo fu sempre più evidente che le istanze di partecipazione riguardavano il radicamento democratico delle rappresentanze dei lavoratori e richiedevano una vera e propria conversione culturale per consentire la piena realizzazione dei diritti di cittadinanza per tutti e per ciascuno. I quattro saggi di Mario Romani - sui rapporti sociali in azienda (1951), sul sindacato nei regimi democratici (1951), sui danni dell'industrialismo e i correttivi politico-sociali e sindacali (1952) e sulla partecipazione come valore da promuovere e sviluppare (1973) - qui ripubblicati consentono di cogliere le coerenze del suo pensiero e di riconoscerne la stringente attualità.
