William Loxley is a former principal education specialist at the Asian Development Bank and executive director of the International Association for the Evaluation of Academic Achievement (IEA) headquartered in the Netherlands. He also previously worked at the World Bank, the Ford Foundation, the Fulbright Program in Vietnam, and the Peace Corps in the Philippines.
