Kiyomori relegated the Fujiwara family to the political sidelines. With his power and wealth, Kiyomori managed the most significant building project in the Taira era: constructing the Owada trading port in Fukuhara. The undertaking was technically demanding and economically costly. He financed the port from private funds. Kiyomori was far ahead of his contemporaries with his entrepreneurial spirit and open-mindedness towards foreign cultures.

Das Stammesoberhaupt von Minamoto, Yoshitomo, fühlte sich seinem Erzrivalen Taira gegenüber zurückversetzt. Weil Yoshitomo keine andere Überlebenschance für seinen Stamm sah, beteiligte er sich an einem waghalsigen Aufstand gegen den Tenno, der von einigen schwachköpfigen Adeligen um Nobuyori Fujiwara angezettelt wurde. So brach nur wenige Jahre späterder Krieg von Heiji aus. In diesem Krieg prallten die beiden Samuraistämme Taira und Minamoto frontal aufeinander. Yoshitomo hatte sich politisch völlig verschätzt und verlor den Krieg. Nach dem Sieg verfestigte Kiyomori Taira seine Macht und zwang Minamoto zum völligen Niedergang. Während Yoshitomo starb, wurden sein noch junger Sohn Yoritomo und weitere drei kleine Söhne von Taira gefangen genommen. Kiyomori unterschätzte jedoch die Gefahr für die nächste Generation von Taira, die in diesen Söhnen steckte, und begnadigte sie zur Verbannung, anstatt zum Tode zu verurteilen.
