Weiterhin untersucht Shlomo Sand, inwieweit die Idee des Binationalismus im Denken einiger arabisch-palästinensischer Intellektueller verfängt und findet dort diskutierenswerte Ansätze. Er ist sich dabei völlig im Klaren, dass er eine Minderheitenposition sowohl in Bezug auf den jüdischen als auch den arabischen Mainstream vertritt. Nichtsdestotrotz argumentiert er angesichts der Alternativen von Vertreibung oder Apartheid ähnlichen Besatzungsverhältnissen dafür, Israel neu zu denken, denn die sog. 'Zweistaatenlösung' hält er für ein vollkommen unrealistisches Feigenblatt der internationalen Politik. Neben den diskutierten Möglichkeiten eines binationalen Bundesstaates oder eines einheitlichen säkularen demokratischen Staates streitet Sand schließlich für die Idee einer Konföderation von zwei oder mehr kulturellen Einheiten, die eine gemeinsame Souveränität und Staatsbürgerschaft haben, aber kulturelle und sprachliche Besonderheiten, autonome Regierungsorgane, gewählte Versammlungen usw. Als Beispiele und Ideengeber dienen ihm dafür Länder wie Belgien, Kanada, die Schweiz, Großbritannien, Spanien, Indien, Bosnien-Herzegowina und andere.
