Con una suggestione provocatoriamente immaginifica in Diocleziano si rinviene il padre del "burosauro". L'editto che l'imperatore romano emanò in piena crisi del III secolo, un calmiere onnicomprensivo che, se non rispettato, prevedeva addirittura la pena di morte individuato come il più classico esempio di ridondanza normativa. Tutte le contraddizioni del provvedimento analizzate sono paradigmatiche degli avvitamenti che il burocrate fa scaturire. Oggi sono spaventosi i numeri delle norme di vario livello esistenti in Italia come in nessun altro Paese. I dati riportati sono quelli della CGIA di Mestre e introducono gli altri capitoli del lavoro, tra cui la burocrazia nello sport esemplificata dal caso Var. Il libello si chiude con una proposta di massima semplificazione di accesso al lavoro al fine di evitare col "nero" il circolo vizioso dell'illegalità che proprio le prescrizioni restrittive finiscono coll'alimentare, nel segno del "bigottismo normativo".
