Paul B. Stephan was born in 1950 in Somerville, New Jersey (US national). He received a BA cum laude in History in 1973 and an MA in Soviet Studies in 1974 from Yale University and a JD in 1977 from the University of Virginia. Stephan joined the Virginia Law faculty in 1979 after completing clerkships with Judge Levin H. Campbell of the US Court of Appeals for the First Circuit and Justice Lewis F. Powell, Jr., of the Supreme Court. He was an assistant professor (1979 to 1983), an associate professor (1983 to 1985), a full professor (1985 to 1991), the Percy Brown, Jr., Professor from 1991 to 2003, and the Lewis F. Powell, Jr., Professor (2003 to 2009). In 2009, he became the first John C. Jeffries, Jr., Distinguished Professor of Law. He also holds the David H. Ibbeken ’71 Research Professor of Law and serves as a senior fellow at the University of Virginia’s Miller Center of Public Affairs. Stephan worked on behalf of the US Department of Treasury, as well as the International Monetary Fund, the World Bank and the Organization for Economic Cooperation and Development, from 1993 to 1998 to design new tax systems in Central and Eastern Europe as well as states of the former Soviet Union. He served as Counselor for International Law to the Legal Adviser of the US Department of State in 2006-2007 and as Special Counsel to the General Counsel of the US Department of Defense in 2020-2021. He was coordinating reporter for the American Law Institute’s Restatement (Fourth) of the Foreign Relations Law of the United States from 2012 to 2018. Stephan has been a visiting professor at Columbia and Duke Law Schools in the United States as well as lecturing at or serving as a visiting professor on the law faculties of the Moscow State Institute for International Relations, the Diplomatic Academy of the Ministry of Foreign Relations of the USSR, Vienna University, the Diplomatic Academy of the Austrian Ministry of Foreign Affairs, Münster University, Lausanne University, Paris I, Paris II, Sciences Po, Melbourne University, Sydney University, Australia National University, the Interdisciplinary Center Herzliya, Hebrew University, Peking University School of Transnational Law, Xi’an Jiaotong University, Xiamen University, Sapienza University of Rome, City University of Hong Kong and Tartu University. Stephan is a member of the bars of the District of Columbia and Virginia as well as a number of federal courts. He has participated in dozens of international arbitrations and lawsuits in domestic courts, most often as an expert witness on questions of comparative and international law. He also has filed multiple amicus briefs in the Supreme Court of the United States as well as the lower federal and state courts of the United States. He is a life member of the American Law Institute and belongs to the American Society of International Law and the American Law and Economics Association. Directeur de dix thèses de doctorat. Président de l’Association internationale du droit de la mer (2007-2011). Viceprésident de l’Asociación Española de Profesores de Derecho Internacional y Relaciones Internacionales (2013-2017). Doyen de la Faculté de droit de l’Université de Cordoue (2002-2005). Directeur du Département des sciences juridiques (1998-2002 et 2014-2020).
